The determination of the number of pilgrims

Millions of
Muslims wish to accomplish the pilgrimage to the Sacred House of Allah, exalted

that this will cause contamination and will be a source of injury to Muslims.
Sheikh Atiyya
Saqr said in this connection: "If the contamination of the disease is
verified or is likely to occur, then this disease exempts the patient from the
Hajj until he heals His illness, because the rule of jurisprudence says:
'Removal of nuisances takes precedence over the provision of a benefit'.
Moreover, the interest and benefit of Hajj relates more to the individual than
to the other person, whereas the nuisance caused affects many people.
In addition
to his exemption from Hajj, I think travel is forbidden if there is a high
probability of contamination, given the risk involved. This prohibition is to
be taken either in the sense of a detestable act either in the sense of a
formal prohibition and that depending on the degree of probability of
transmission of the disease "This is based on the Prophet ( ) who said To
a leper who had come to lend him allegiance: " Repars, we have certainly
taken note of your allegiance. (Muslim). He also says: “Flee the leper as thou
